Not clear what options are on the welcome screen

The welcome screen gives 4 steps to take. It's not immediately clear to users what those 4 steps are, and they typically don't read past the first two (max). It needs to be more clear what those 4 options are. It also uses the terminology "please follow these steps". This is bad because not all of those steps are important.

Solution: 
Rather than directing users to "complete these steps" we should identify the different tracks they might want to take. Obvious suggestions are "Configure your site", "Create content", "Extend Functionality". It should be more visually clear what a users options are, and that they don't necessarily need to complete all steps.

No visual indicator that users are on a welcome screen

After installation there is no visual indicator that users are on a welcome screen. There is also no explanation that once they post content the screen will disappear. Because of this many users have difficulty figuring out what exactly they are looking at. Some even think it is still a part of the install process.

The first link the welcome page points users to is a bit overwhelming

The very first link on the welcome page directs users to the administrative section. When users click that link and are presented with so much information they often have an "oh geez" moment.

Anonymous users should never see "welcome to Drupal" screen

After a Drupal installation both anonymous AND logged in users see the welcome to Drupal screen. This is confusing.
