Too many comment settings on content type config

Every time the user opened the comment settings fieldset on the content type configuration, he sighed. There are *way* too many options which appear here. Somehow we should make these simpler or reduce the number of options.

Solution: 
Make settings global. All settings are global, but Forum module can change them.
