This happened to:
The welcome screen gives 4 steps to take. It's not immediately clear to users what those 4 steps are, and they typically don't read past the first two (max). It needs to be more clear what those 4 options are. It also uses the terminology "please follow these steps". This is bad because not all of those steps are important.
Solution:
Rather than directing users to "complete these steps" we should identify the different tracks they might want to take. Obvious suggestions are "Configure your site", "Create content", "Extend Functionality". It should be more visually clear what a users options are, and that they don't necessarily need to complete all steps.
